To get the car, you need to HOST the Casino Story missions. You can get them by going to the AB (Miss Baker) icon in the Casino's management area (after a phone call with her.) PLEASE NOTE: HOSTING THE MISSIONS ALLOWS YOU TO PROGRESS IN THE STORY! That is how you can progress, host and unlock the free Paragon R.

Contact missions are similar to the story missions and the strangers and freaks missions in GTA 5, except that their accomplishment isn’t estimated in percentage and in most cases they don’t have a common plot. At the start of the game, only a few of these missions are available. As the player’s rank increases, new ones are opened.

Rewards

Completing missions gives job points (JP), money (GTA$), and reputation points (RP). Until the update 1.16, payouts depended only on difficulty. Now they depend on many factors.

Difficulty. Easy difficulty gives basic payout. On medium and hard difficulties payments increase by 25% and 50% respectively.

Duration. If you accomplish a mission longer than 15 minutes, you get full payout. If you complete it faster, the payout goes down:

90% at 12–15 minutes;
80% at 10–12 minutes;
70% at 8–10 minutes;
60% at 6–8 minutes;
50% at 4–6 minutes;
37,5% at 3–4 minutes;
25% at 2–3 minutes;
12,5% if you accomplish a mission faster than in 2 minutes.

Crew Bonus. Completion by at least two players in the same crew rewards a 20% RP bonus to each of those players.

Friend Bonus. Completion by at least two players on each other’s friends lists rewards a 10% RP bonus to each of those players.

Free-Aim Bonus. If the targeting mode set to “Free Aim”, each player earns a 25% RP bonus.

Multi-Player Bonus:

10% more GTA$ & RP for completion by two players;
20% more GTA$ & RP for completion by three players;
30% more GTA$ & RP for completion by four players.

When they first launched, there was a mad scramble of players figuring out how to host casino missions in GTA Online, thanks to the bonus reward on offer to those who hosted all six of them. Unfortunately, there is no guaranteed way to immediately host casino missions in GTA Online, and despite various players reporting that entering through an Invite Only session or holding down certain buttons while initiating a mission worked for them, this can only be down to coincidence as many more players have found the same methods did not help them. Aptly for the casino update you're going to need a bit of luck to find success here, as this is how to host casino missions in GTA Online:

Approach the mission marker in the casino
Press right on the d-pad (console) or E on PC to play the mission
Wait for the lobby to load and see if you are marked as the Host
If not, press the Quit prompt and confirm to return to the casino
Repeat these steps until you are assigned as the Host
As Host, you can then choose your settings and Confirm
Matchmaking will then start, and you can send invites to speed it up

This is all trial and error, so there's no guarantee of how long it will take before you can host casino missions in GTA Online, but at least the process is fairly quick and easily repeatable until you successfully become the Host.

What was the reward for hosting Casino Missions in GTA Online

Completing all six of the casino missions originally unlocked exclusive liveries for some of the new casino cars. Beating them all for the first time unlocked an exclusive racing livery for the Annis S80RR, but if you successfully hosted them all then you'd also earn an exclusive tiger-print livery for the Enus Paragon R, as pictured above. It's pretty impressive, but was only available for a limited time to those who knew how to host casino missions in GTA Online, so it can no longer be collected.
